Kenya’s tax revenue rose by 14.85 per cent to Sh258.31 billion in September 2026, offering the Treasury a stronger revenue base as the Government confronts a widening contest between public spending demands, debt obligations and annual collection targets. The increase signals improved revenue mobilisation at the start of the 2026/27 financial year, but the underlying fiscal picture remains challenging: stronger collections have yet to eliminate revenue shortfalls, while substantial borrowing and debt-servicing costs continue to constrain the national budget.

Data from the National Treasury’s September fiscal outturn update shows that ordinary revenue, comprising tax and non-tax receipts, increased by 14.4 per cent to Sh655.8 billion during the first quarter, up from Sh573.5 billion in the corresponding period last year. The Sh82.3 billion year-on-year increase provides a positive indicator of domestic revenue performance. However, the critical measure for the Treasury is not growth alone, but whether actual collections are sufficient to meet budget projections and finance government commitments without accumulating additional financing pressure.

The Kenya Revenue Authority (KRA) recorded a Sh58.2 billion shortfall against its ordinary revenue target in the first quarter, exposing the gap between improved collections and the resources required to execute the national budget. Income tax accounted for the largest deficit, with collections of Sh297.9 billion against a target of Sh323.3 billion. Excise duty fell Sh16.3 billion below target, while import duty was the only major tax category to exceed its collection target. These figures point to the need for stronger compliance, improved collection efficiency and a broader, more productive tax base.

The fiscal challenge is significant given Kenya’s annual tax revenue target of approximately Sh2.86 trillion for 2026/27. Meeting that target will require sustained collections throughout the remaining quarters, with the Treasury needing to close existing gaps while navigating economic conditions that could affect corporate earnings, household consumption and imports. The September increase is therefore an encouraging start, but it should not be mistaken for evidence that the annual target is already within reach. Performance against quarterly targets and the cumulative revenue gap will provide a clearer assessment of fiscal progress.

Financing data shows the extent to which the Government continues to depend on sources beyond ordinary revenue. Domestic borrowing amounted to Sh101.72 billion in September, while external loans and grants contributed Sh54.05 billion. Non-tax revenue stood at Sh13.95 billion, with other domestic financing contributing Sh364.39 million. These inflows help meet financing requirements, but borrowing carries future repayment and interest costs. A sustained improvement in tax collection would give the Treasury greater scope to reduce financing pressure, provided expenditure commitments are also managed carefully.

Debt service remains one of the most consequential demands on public resources. The Treasury reported Sh109.66 billion in public debt service during September, alongside recurrent expenditure of Sh140.25 billion and development spending of Sh60.22 billion. County governments received Sh40.66 billion through the equitable share. The figures illustrate the difficult fiscal balance between meeting debt obligations, paying for routine government operations, transferring resources to counties and financing infrastructure and other development programmes. When debt service absorbs substantial resources, the room available for additional spending becomes more limited.

For the Ruto administration, the fiscal priority is to convert stronger revenue performance into a more sustainable budget position without undermining economic activity. Better enforcement against tax evasion, more effective digital administration, reduced leakages and improved compliance could strengthen collections. Equally important is expenditure discipline, ensuring that public funds are directed towards high-impact services and projects while limiting waste. A predictable tax environment and support for productive businesses would also help expand the economic base from which future revenues are collected.

September’s 14.85 per cent tax revenue growth is a positive signal, but the Sh58.2 billion first-quarter shortfall underscores the distance between improved collections and full fiscal delivery. Kenya’s budget resilience will ultimately depend on whether revenue growth can keep pace with spending obligations, debt service and development needs. The next test is sustained collection performance, a narrowing of the target gap and tighter management of financing requirements. Without progress on all three fronts, higher tax receipts alone will not be enough to ease the pressure on the national Treasury.
