The Kenyan government has appointed Dar Al-Handasah as the independent engineering supervision consultant for the KSh155 billion Jomo Kenyatta International Airport (JKIA) modernization project, marking a major milestone in the delivery of one of the country’s largest infrastructure investments. The appointment moves the flagship airport expansion from the planning stage into full implementation following the award of the main construction contract to China Road and Bridge Corporation (CRBC). It also reinforces the government’s commitment to delivering a world class aviation hub through strong project governance, independent technical oversight and adherence to international engineering and aviation standards.
The government’s appointment of Dar Al-Handasah as the independent engineering supervision consultant for the KSh155 billion Jomo Kenyatta International Airport modernization project marks a defining milestone in one of Kenya’s most ambitious infrastructure programmes. Coming shortly after the award of the Engineering, Procurement and Construction contract to China Road and Bridge Corporation (CRBC), the appointment signals the transition from project planning into full scale implementation and reinforces the government’s commitment to delivering a world class aviation gateway through robust governance, technical excellence and international best practice.
The consultancy contract establishes an independent layer of engineering oversight that will guide every critical stage of project execution. Dar Al-Handasah will undertake design reviews, project management, contract administration and construction supervision to ensure that all works comply with approved engineering specifications, international aviation standards, safety requirements, quality benchmarks, project timelines and budgetary targets. The arrangement creates a clear separation between project execution and technical supervision, strengthening accountability while providing continuous quality assurance throughout construction.
The implementation framework assigns distinct but complementary responsibilities to the project’s principal partners. CRBC will deliver the main construction works, including a new passenger terminal and extensive upgrades to existing airport infrastructure, while Dar Al-Handasah independently supervises implementation to ensure every component meets globally accepted engineering and operational standards. This governance structure reflects internationally recognized project delivery models that enhance transparency, minimize implementation risks and promote efficient execution of complex infrastructure investments.
The appointment also demonstrates the government’s determination to maintain the highest standards of oversight on one of the country’s most strategic national investments. Independent engineering supervision provides confidence that technical decisions will remain focused on quality, safety and long-term operational performance while ensuring construction progresses according to approved plans. Such institutional safeguards strengthen public confidence and reinforce Kenya’s reputation as a destination capable of delivering complex infrastructure projects under internationally recognized governance frameworks.
Dar Al-Handasah brings considerable institutional knowledge to the project, having previously developed the JKIA Master Plan that now guides the airport’s long term transformation. The continuity between planning and implementation provides a strong technical foundation for project delivery while ensuring that every phase of construction remains aligned with the airport’s broader development vision. This integrated approach reduces implementation uncertainty and supports the efficient translation of strategic planning into modern infrastructure capable of serving Kenya’s future economic needs.
The modernization programme represents far more than the construction of new airport facilities. It is designed to transform JKIA into a globally competitive aviation hub capable of supporting rising passenger numbers, expanding cargo operations and improving the overall travel experience. Modern terminals, upgraded airside and landside infrastructure, improved operational systems and enhanced airport efficiency will strengthen Kenya’s competitiveness within the rapidly evolving global aviation industry while positioning Nairobi to capture growing regional air traffic.
The long-term vision outlined in the JKIA Master Plan is equally ambitious. The expansion programme aims to increase the airport’s annual passenger handling capacity to more than 22 million by 2045, providing sufficient capacity to accommodate sustained growth in regional and international travel. Such expansion will allow Kenya to respond proactively to increasing aviation demand while strengthening its position as East Africa’s principal gateway for passengers, cargo movement and international connectivity.
Equally transformative is the planned development of an Airport City and Special Economic Zone that will extend the project’s economic impact well beyond aviation infrastructure. The integrated development is expected to attract domestic and foreign investment, stimulate industrial growth, expand logistics and commercial services and create thousands of direct and indirect employment opportunities. By combining world class airport infrastructure with industrial and commercial development, the project establishes a powerful platform for sustained economic expansion while reinforcing Kenya’s role as a regional business and investment destination.
Modern aviation infrastructure remains a fundamental driver of national competitiveness. Improved airport capacity, greater operational efficiency and enhanced cargo handling capabilities directly support tourism, facilitate international trade, strengthen export competitiveness and improve regional connectivity. As global investors increasingly evaluate infrastructure quality when making investment decisions, a modern JKIA enhances Kenya’s attractiveness as a preferred destination for commerce, manufacturing, logistics and international business operations.
The implementation phase of the JKIA modernization programme therefore represents a strategic investment in Kenya’s long-term economic future. By combining experienced international contractors with independent engineering supervision under a transparent governance framework, the government has established a project structure designed to deliver quality, efficiency and accountability while safeguarding the country’s largest aviation infrastructure investment.
The appointment of Dar Al-Handasah marks a decisive step in transforming the government’s vision into reality. With independent technical oversight now firmly in place and construction moving into full implementation, the JKIA modernization programme enters a new phase that will accelerate infrastructure development, strengthen project delivery and advance Kenya’s ambition of becoming Africa’s premier aviation, logistics and commercial hub.
