President William Ruto Unveils Konza Phase 1, Declares Smart City Open for Investment

President William Ruto officially launched Phase 1 of Konza Technopolis, marking a major milestone in Kenya’s journey toward digital transformation and economic modernization. The launch unveiled state-of-the-art infrastructure and smart city facilities designed to drive innovation, attract investment, and create thousands of jobs, especially for the youth. Dubbed “Silicon Savannah,” the project stands as a centerpiece of Kenya’s ambition to position itself as a regional technology and innovation hub.

During his tour of the site, President Ruto commissioned several key installations, including a Solid Waste Collection Facility—the first of its kind in East and Central Africa—a 120MV gas-insulated power distribution substation, and the Silicon Savannah Intelligent Operations and Experience Centre. The centre will oversee integrated smart city operations across transport, energy, waste, and security systems, making Konza one of Africa’s most advanced urban innovation zones.

The President also laid the foundation stone for the Konza Technopolis Affordable Housing Project, which will deliver 10,000 modern housing units with full amenities. This initiative complements the 3,000 units already under construction and is expected to employ thousands of youth in construction, technology integration, and support services. Beyond housing, the project aims to boost local economies through new business opportunities for suppliers, artisans, and entrepreneurs.

Addressing the gathering, President Ruto emphasized that Konza Technopolis is a national flagship project under the Bottom-Up Economic Transformation Agenda (BETA). He noted that the Digital Superhighway and Creative Economy pillars are central to ensuring youth empowerment, innovation, and long-term employment creation. “Konza Technopolis represents the spirit of our new Kenya — innovative, forward-looking, and globally competitive,” said the President. “The investments we are witnessing here today are a testament to our vision of transforming Kenya into a digital powerhouse.”

The event drew participation from leaders across Makueni, Kajiado, and Machakos counties, alongside top government officials, diplomats, investors, and community representatives. ICT and Digital Economy Cabinet Secretary William Kabogo and Principal Secretary Eng. John Tanui reaffirmed the government’s unwavering commitment to transforming Konza into a globally recognized smart city. Kabogo described Ruto’s launch as the “final assurance investors needed,” adding that Konza is now open, secure, and ready for the future of African technology.

As a designated Special Economic Zone (SEZ), Konza offers attractive incentives to investors, including a 10 percent corporate tax rate for the first decade, VAT zero-rating, and Stamp Duty exemptions. These benefits are designed to attract technology firms, research centers, and manufacturing industries that can generate sustainable employment opportunities for Kenya’s growing youth population. The influx of investors is expected to fuel demand for digital skills and enhance collaboration between universities, innovators, and private enterprises.

Konza Technopolis Development Authority (KoTDA) CEO John Paul Okwiri revealed that over 80 percent of Phase 1 investment parcels have already been allocated to both local and international investors, a clear sign of market confidence. “We are on course to achieve the mandate of Konza Technopolis through the projects showcased today,” he stated. “We have the capacity, efficiency, and conviction to deliver the transformation necessary for our country.” With President Ruto’s declaration, Konza officially opens its doors as Kenya’s beacon of innovation, ready to power a new era of digital-driven youth employment and economic growth.
