The government has intensified its push for affordable housing with the construction of 4,096 units in Nairobi’s Starehe Sub-County. The project, being implemented under the Affordable Housing Programme (AHP), will be sold through the Boma Yangu platform at subsidized prices starting from as low as Sh640,000. Spread across 22 acres of government land, the development will consist of 21 blocks of 13 floors each and is set to transform the area by replacing informal settlements with planned, modern housing. Officials say the initiative is on track to deliver by 2027 and is already creating jobs and opportunities for local residents.
The Starehe housing project is one of the clearest demonstrations yet of the Kenya Kwanza administration’s commitment to its manifesto pledge of expanding home ownership and improving urban living conditions. Divided into 2,364 affordable units, 1,062 social units, and 400 market units, the project caters to a wide range of income levels. It marks a deliberate shift in government housing policy from simply providing shelter to creating inclusive communities that integrate essential social amenities such as a parking silo, commercial centre, early childhood development facility, police post, dispensary, and community centre.
Beyond offering affordable homes, the Starehe development reflects the government’s resolve to reshape Nairobi’s urban landscape. For decades, areas like Matopeni slum within Starehe were defined by unplanned structures, unsafe conditions, and limited access to basic services. The redevelopment of this 22-acre site—previously home to 360 old government houses and 770 informal dwellings—signals a new era in land use planning. It embodies a broader agenda of restoring order, dignity, and proper infrastructure to the capital city, all while ensuring that low- and middle-income families are not left behind.
At the core of the Affordable Housing Programme is the principle of inclusivity. Through the Boma Yangu platform, ordinary Kenyans, especially those traditionally excluded from the formal housing market, can apply and pay for units transparently. This digital-driven model provides confidence to buyers while streamlining allocations, ensuring fairness and accountability in a sector that has often been out of reach for many households.
The project is also injecting vitality into the economy. More than 250 local residents are already employed on the construction site, and the number will rise as the project advances. The deliberate inclusion of Jua Kali artisans from Kamukunji, Ngong, and Kariobangi to supply doors, windows, and other fittings is strengthening the informal sector and supporting small businesses. This integration of local expertise ties directly to the Kenya Kwanza Bottom-Up Economic Transformation Agenda, which places strong emphasis on empowering small-scale entrepreneurs and creating jobs at every stage of the value chain.
Nairobi Regional Commissioner Gilbert Kitiyo has emphasized the importance of timely delivery, calling on public servants and agencies to cooperate fully in facilitating approvals, certifications, and other processes critical to the project’s success. His appeal reflects a growing recognition within government that efficiency and accountability must be the hallmark of service delivery. By urging officers to embrace these projects and resolve bottlenecks through the National Government Delivery Committee, the administration is signaling its determination to keep promises on schedule.
The ripple effects of the housing initiative extend beyond Starehe. Complementary infrastructure projects, also inspected during the recent tour, highlight the government’s integrated approach to urban development. The Green Park Terminus Underpass, for example, is expected to serve over 21,000 pedestrians daily by providing a safe, modern crossing between the Central Business District and Upper Hill. Equipped with lighting, CCTV, shops, lifts for persons with disabilities, and round-the-clock patrols, the underpass is designed to enhance both safety and accessibility in one of Nairobi’s busiest corridors.
Another flagship project in the pipeline is the Bomas International Convention Complex (BICC), scheduled for completion in March 2026. With the capacity to host 11,000 participants, the BICC is set to position Nairobi as a premier destination for global conferences, exhibitions, and cultural events. By attracting international gatherings, the complex will inject significant foreign exchange into the economy while creating new business opportunities for hoteliers, service providers, and the wider hospitality sector. Together with housing and transport upgrades, it reinforces Nairobi’s role as a regional hub for commerce, investment, and innovation.
The Starehe housing project, when completed, will not only provide thousands of families with a dignified place to live but will also leave behind a stronger, more resilient local economy. From job creation to enhanced infrastructure and improved public safety, its benefits will be far-reaching. For Nairobi County, it is a transformative moment that will redefine the city’s urban character. For Kenya as a whole, it is a milestone that underscores the Kenya Kwanza administration’s determination to deliver on its promises and bring real change to the lives of ordinary citizens.
In the long term, affordable housing projects such as Starehe will address Kenya’s chronic housing deficit, ease pressure on rental markets, and stimulate economic growth by expanding the construction sector. They will also foster more balanced urban development by replacing unplanned settlements with organized, serviced estates that promote both safety and community cohesion.
Ultimately, the story of Starehe is more than a housing development. It is the story of how public policy, when executed with vision and commitment, can bridge the gap between aspiration and reality. For the 4,096 families who will call it home, and for thousands more who will find work and opportunity through it, Starehe stands as a living example of what affordable housing means for Kenya’s future.
