President William Ruto has launched one of the most aggressive internal security expansions in recent years, directing the rapid construction of 900 police stations and the immediate deployment of 1,860 officers to a newly established National Government Administrative Police Unit. The directive signals the administration’s firm commitment to strengthening state authority, extending law-enforcement presence, and tightening control over security vulnerabilities across the country.
Announcing the measures during the release of the latest Jukwaa la Usalama report at State House Nairobi, the President told more than 15,000 chiefs and assistant chiefs that the country can no longer tolerate gaps in policing infrastructure or sluggish response capacity. The new stations will be rolled out within two years, with 300 built through the Affordable Housing programme, 300 financed through the National Government Constituencies Development Fund, and the remaining 300 funded directly by the Interior Ministry.
he plan is designed to anchor a broader overhaul of the security system. Authorities will operationalize 24 new sub-counties, 88 divisions, 318 locations, and 675 sub-locations. Chiefs and assistant chiefs will receive digital tools and additional mobility support to reinforce administrative accountability at the community level. The government has also begun installing 92 newly designated police stations in key hotspots, border zones, and transport corridors.
The deployment of 1,860 officers to the new administrative police unit marks the first phase of a larger national rollout intended to counter organized gangs, illicit brewers, and violent groups that have been overwhelming local administrators. Ruto instructed Inspector General Douglas Kanja to expand the unit progressively until every region has a dedicated presence capable of stabilizing volatile areas and backing grassroots officials who have increasingly become targets of criminal attacks.
The Jukwaa la Usalama report underscores the urgency of this intensified approach. It identifies corruption, terrorism, and organized crime as the dominant threats eroding public safety. The findings point to widespread gang activity across Nairobi, Kakamega, Kisumu, Nakuru, Busia, Mombasa, Vihiga, and several other counties, with more than 130 gangs operating in the capital alone. The report also flags entrenched illicit drug networks, cross-border terrorism risks, rising religious extremism, and persistent land conflicts as key drivers of insecurity.
According to the report, weak coordination between administrative officers and police has hindered accountability. Chronic delays in investigations, gaps in intelligence sharing, and inadequate forensic and gender-response capacity have allowed criminal networks to adapt and expand. Sleeper terror cells in Siaya and Busia counties, the penetration of extremist doctrines in Western Kenya, and the infiltration of gang groups into rural counties reinforce the need for stronger, more persistent state presence.
The administration’s accelerated infrastructure rollout aims to close these gaps. By placing police stations closer to communities, the government intends to increase intelligence flow, tighten surveillance around emerging threats, and ensure faster response times. The elevation of chiefs and assistant chiefs, together with structured training programmes, is expected to improve command efficiency and strengthen frontline coordination.
Ruto’s sweeping directives reflect a policy-driven effort to fortify Kenya’s security architecture and neutralize the vulnerabilities that have allowed criminal networks to thrive. With new officers, expanded infrastructure, and a renewed push for accountability, the government is positioning the security sector as a central pillar of national stability and a decisive instrument for safeguarding citizens through more resilient institutions and strengthened state control.
