Kenya and Italy are stepping up efforts to deepen cooperation in security, trade, investment, technology, innovation, development and culture as Nairobi moves to strengthen implementation of the Italy-Kenya Action Plan 2026-2029 and turn the longstanding relationship into a broader programme of practical partnerships.

The renewed engagement came during a meeting at the Ministry Headquarters where Ambassador Josphat Maikara, Director-General, Political and Diplomatic Affairs at the State Department for Foreign Affairs, received Italy’s Ambassador to Kenya, Vincenzo Del Monaco. The talks focused on advancing areas of mutual interest and following up on bilateral commitments, reinforcing the two countries’ determination to maintain momentum across a relationship that has expanded significantly beyond traditional diplomatic engagement.

Kenya and Italy established diplomatic relations in 1964 and have since developed cooperation across political, economic, security and development affairs. The relationship received fresh impetus following President William Ruto’s official visit to Italy in April 2026, when the two countries launched the Italy-Kenya Action Plan 2026-2029 as a structured framework for expanding cooperation in areas of strategic importance to both countries.

The Action Plan provides a platform for political dialogue and cooperation in trade and investment, sustainable development, science, technology and innovation, education, defence and security. It also creates an opportunity for Nairobi and Rome to coordinate more closely on emerging priorities while ensuring that existing bilateral commitments receive sustained attention and follow-up.

Security cooperation remains an important pillar of the relationship. Kenya and Italy have continued to strengthen collaboration on crime prevention, policing and wider security matters, building on recent high-level engagements between their interior and security authorities. Planned bilateral security discussions are expected to further advance cooperation and support efforts aimed at strengthening public safety, counterterrorism coordination and institutional capacity.

Such cooperation also has wider economic significance. A secure and predictable environment supports investment, tourism, trade and the development of long-term commercial partnerships. Closer engagement between Kenyan and Italian security institutions can therefore complement the broader economic objectives of the bilateral relationship.

Trade and investment are equally central to the expanding partnership. Kenya is seeking to deepen economic engagement with Italian businesses and investors across areas including manufacturing, agro-processing, renewable energy, infrastructure, pharmaceuticals, leather, technology and food security. Stronger commercial links can create opportunities for Kenyan enterprises to access European markets, technical expertise, capital, technology and established business networks, while providing Italian companies with greater opportunities to participate in Kenya’s growing economy.

The relationship also has a strong development cooperation component. Italian development support has contributed to programmes in areas including agriculture, food security, infrastructure, urban development and institutional strengthening. This cooperation provides a channel for technical expertise and knowledge transfer while supporting national development priorities and creating opportunities for communities and enterprises.

Science, technology and innovation are increasingly giving the partnership a more future-oriented dimension. The longstanding cooperation around the Luigi Broglio Malindi Space Centre provides an established foundation for scientific and technological engagement, while Kenya’s participation in Italy’s AI Hub for Sustainable Development and the Nairobi AI Forum has expanded cooperation into emerging technologies.

The focus on innovation offers opportunities to strengthen research, skills development, entrepreneurship and digital transformation. It also provides scope for closer collaboration between universities, research institutions, technology companies, entrepreneurs and public agencies, helping position bilateral cooperation around knowledge and technology as well as conventional economic activity.

Cultural cooperation is another area with significant potential. Kenya’s selection to host activities under the Italian Year of Culture 2028 will provide an additional platform for cultural exchange while opening opportunities involving tourism, education, the creative economy and people-to-people relations. Cultural diplomacy can complement economic cooperation by strengthening familiarity and connections between citizens, institutions and businesses in both countries.

The partnership also extends into multilateral affairs, where Kenya and Italy maintain engagement on international issues and reciprocal candidatures. Such cooperation reflects the wider diplomatic value of the relationship and provides both countries with an avenue to coordinate positions on matters of shared interest.

For Kenya, the expanding relationship with Italy fits into a broader strategy of building diversified international partnerships that support economic transformation, national security, innovation and sustainable development. Kenya’s position as an East African commercial, transport and diplomatic hub provides a strong platform for attracting European investment and connecting international partners with wider regional opportunities.

For Italy, deeper engagement with Kenya provides an established partner through which cooperation can extend across economic development, technology, security, culture and institutional capacity building. The growing relationship therefore offers opportunities for both countries to combine government-to-government cooperation with stronger private-sector and institutional partnerships.

The priority now is implementation. The Italy-Kenya Action Plan 2026-2029 gives Nairobi and Rome a clear framework for maintaining diplomatic momentum, following up on commitments and identifying new areas of cooperation. Continued high-level consultations will be critical in translating agreements and shared priorities into practical programmes, investment partnerships, skills development and stronger institutional links.

The deepening Kenya-Italy relationship is consequently broadening an established diplomatic partnership into a more practical and strategic framework, linking security cooperation with economic opportunity, innovation, development and cultural exchange. For Kenya, it adds another important channel for attracting investment, expanding international economic connections, strengthening national capabilities and advancing its position as a leading regional hub.
