President William Ruto has expressed confidence that the upcoming Nairobi Metropolitan Policing Framework will significantly improve security across the capital by fostering stronger collaboration between residents, law enforcement agencies, and the Nairobi County Government. The President said the initiative represents a major step toward creating a safer, more accountable, and community-driven policing system that addresses the city’s evolving security needs.

Speaking after a high-level briefing at State House, Nairobi, President Ruto said the government had made substantial progress in establishing the framework, which is expected to be rolled out in the coming days. He described the initiative as a transformative policing model that places communities at the centre of security planning and decision-making.

According to the President, the Nairobi Metropolitan Policing Framework is designed to strengthen partnerships between residents, community leaders, the National Police Service, county authorities, and other stakeholders. The collaborative approach aims to ensure that local security concerns are identified through public participation and addressed through coordinated action.

President Ruto explained that the framework will encourage regular consultation between communities and security agencies, allowing residents to play a more active role in shaping policing priorities. He noted that enhanced public participation would improve accountability while ensuring security interventions are tailored to the unique needs of different neighbourhoods across the Nairobi Metropolitan Area.

The Head of State emphasized that the new policing structure will also improve coordination among security agencies, enabling faster responses to crime and more effective deployment of resources. By integrating the efforts of national and county institutions, the framework seeks to create a unified approach to crime prevention and public safety.

“The roll-out of the Nairobi Metropolitan Policing Framework will commence in the coming days, laying the foundation for a more coordinated, accountable, and community-led approach to policing across the Nairobi Metropolitan Area,” President Ruto said. He added that the initiative reflects the government’s commitment to modernizing policing while strengthening the relationship between citizens and law enforcement officers.

President Ruto further stated that the success of the framework will depend on trust and cooperation between communities and security agencies. He expressed optimism that the new model would enhance public confidence in the National Police Service while creating safer neighbourhoods through shared responsibility and continuous engagement with residents.

The President made the remarks following a progress briefing attended by Interior Cabinet Secretary Kipchumba Murkomen, Inspector-General of Police Douglas Kanja, Nairobi Governor Johnson Sakaja, senior National Police Service officials, and representatives from the Nairobi County Government. The meeting reviewed preparations for the framework’s implementation, which is expected to usher in a new era of coordinated, accountable, and community-focused policing in Kenya’s capital.
