The Government has reaffirmed its commitment to accelerating economic growth, empowering young people and supporting vulnerable populations through transformative policies aligned with the Bottom-Up Economic Transformation Agenda (BETA). Speaking during his weekly press briefing, Government Spokesperson Isaac Mwaura highlighted key milestones achieved under the administration of President William Ruto, noting that the reforms are steadily positioning Kenya toward first-class economic status.

Dr. Mwaura emphasized that youth empowerment remains central to the government’s development strategy, pointing to the successful rollout of the Nyota National Youth Opportunities Towards Advancement (NYOTA) Programme. The initiative has already distributed Sh2.586 billion in startup capital to more than 121,800 young entrepreneurs nationwide, with a strong focus on transparency, inclusivity and accountability. The program also ensures that persons with disabilities and refugee communities are not left behind in accessing economic opportunities.

Beyond financial grants, beneficiaries of the NYOTA Programme have received business development training, financial literacy education and ongoing mentorship to help them build sustainable enterprises. The initiative further incorporates a six-month On-the-Job Experience apprenticeship targeting 90,000 vulnerable youth aged 18 to 29, with eligibility extended to 35 years for youth living with disabilities. Training in technical sectors such as mechanics and construction is expected to expand job readiness and stimulate productivity across the economy.

On social protection, the spokesperson noted that the President has directed the Ministry of Labour and Social Protection to intensify support for marginalized groups facing compounded vulnerabilities. A structured roadmap is underway to expand enrolment into cash transfer programmes, backed by increased funding to reach more households. The number of beneficiaries receiving grants for severe disabilities has risen significantly, alongside expanded support for orphans, vulnerable children and senior citizens across the country.

In addition to direct financial assistance, the government is strengthening legal and policy frameworks to ensure inclusivity in national development. Implementation of the Building Code 2024 and the Persons with Disabilities Act 2025 is intended to improve accessibility in public buildings, while the proposed Older Persons Bill 2025 will enhance care and protection for the elderly. Plans are also in place to train 600,000 mothers and sole caregivers so they can participate in government procurement opportunities and improve household incomes.

Agriculture and food security continue to form a critical pillar of BETA, with the government prioritizing both production and value addition. Dr. Mwaura announced the release of Sh4.1 billion for drought relief in affected counties, alongside continued distribution of subsidized farm inputs. More than six million farmers are now registered in the national database, enabling efficient delivery of fertilizer through e-voucher systems. Youth engagement in agriculture is also expanding through extension programs and incubation initiatives aimed at strengthening resilience in the food system.

Infrastructure development remains another cornerstone of economic transformation, with flagship projects designed to unlock regional integration and spur trade. Among them is the 750-kilometre Isiolo–Mandera Highway under the Africa Gateway Development Project, currently nearing the halfway mark in completion. The ambitious LAPSSET Corridor Development Authority initiative, valued at approximately Sh1.5 trillion, continues to reshape connectivity across northern Kenya and the wider region, linking transport, logistics and urban growth while opening new economic frontiers.

Dr. Mwaura further noted that Kenya’s economic outlook remains strong, with projected growth above five percent and steady foreign reserves supporting macroeconomic stability. The government’s plan to release Sh255 billion in verified pending bills is expected to inject liquidity into businesses and stimulate economic activity. Coupled with affordable single-digit interest loans of up to Sh2 million for youth enterprises and Kenya’s active engagement in continental trade frameworks such as African Continental Free Trade Area, the administration maintains that the country is firmly on course toward inclusive prosperity, stronger regional leadership and the long-term vision of transforming Kenya into a globally competitive first-class economy.
